Spoiler alert: They didn't pay $1280 for cups. They rolled the cost of something they didn't want Congress to know about into other things, like $1200 coffee cups and $10,000 toilet seats.

Or the guy selling the cups and the guy buying the cups made that deal, and then split the extra $1279 cash per cup between them in secret. Easy way to steal a bunch of money from the government, lots of people do it this way. Especially with big construction and military projects where it's easy to hide costs. That type of behavior is just so widespread now that it's leaking down to things as trivial and obvious as cups (and hammers and toilet seats, which also became national stories in the past for this exact thing)
