2 birds with one stone; they're stifling small mom, and pops, in favor of the emerging ginormous monopoly/conglomerates. 2-cond stone they're doing it by stating it's for the homeless(which really equate to large low wage immigrants stacking the labor deck downward), which wouldn't exist without large economic disparities caused again by the emerging monopoly/conglomerates.
