They receive donation money sure but I'm pretty sure at least a portion of their finding is taxpayer subsidized. So state-affiliated media seems an apt descriptor.

It's oligarch propaganda, most of it's funding comes from wealthy "donors", but since the oligarchs also own US politicians it's also accurate to say it's US state propaganda as well.
