Fox have decided, with no proof or any evidence outside of the said dingdongs' mouth emissions, that Biden's admin is scrambling to track some expenditure. Not that he cannot track it - he's just, they say, in the process of monitoring 20 billion. It's not a risky story for any journalist to make up - it's perfectly safe to suggest that they're in the process of doing some monitoring.

Then, this dipshit story that OP found twists it further. Not simply an unsourced, unevidenced statement that the white house is doing some monitoring. No! Now they've lost it!
