'Efficient business' isn't the end goal of civilized society. And if that were true why would businesses in the west hire none whites that are frequently less qualified than white candidates?

If a white candidate is more qualified, it's better to hire them.

Overall it's better if everyone has the opportunity to access those qualifications, and it is better if everyone is held to the same standards for promotion and disciplinary procedures.
