There are two types of criminals that do not apply here. Those that are never caught or leave no sign of a crime. Those that commit crime so much and in the open that they treat it like normal so it is no longer crime, such as government.

Yeah, the government makes their crimes law, thus it is not technically a crime and thus no one cares.

Not just crimes that are not caught, but crimes that go unnoticed. For example, government equipment going missing because they do not monitor or track their expenditure.

    Well, I don't know if this counts, but there was Mansa Musa, king of Mali, who gave away so much gold in various acts of charity during his pilgrimage to Mecca that he actually crashed several economies by accident. Mind you, being charitable during such a pilgrimage is apparently supposed to be done, but not on the scale that he did it.
