Grooming is a specific strategy pedos use for getting kids to have sex with them. What you describe sounds more like systematic ideological indoctrination by a government that knows trans ideology (and CRT and immigration) creates a bunch of democratic voters, and really could care less how many children get harmed by doctors or pedophiles in the process of winning the culture war

I think there is a more boring motivation:

To muddy the direct responsibility and liability from companies who have spent decades recklessly polluting the public with hormone disrupting chemicals, while government oversight organizations knew and sometimes originally pushed use of those chemicals.

I think these hormone disruptions play a fundamental role in many things, including a large portion of violence, school shootings, sexual assaults, infertility, drug/alcohol use, and general self destructive behavior.

...but you know, maybe symptoms of mass hormone disruptions... are really just person identity decisions and willful social change, not proof of corporate and government liability in massing population poisoning by recklessly polluting the country, the food supply. and all consumer products, while covering it up with our completely unreliable scientific medical and food research system. You know, the system where you just don't publish unfavorable studies and manipulate the criteria until it produces the ones you want, with a peer-review system to help you hide the flaws before final release. A mere corporate and government cover-up speed-bump as we've learned from the tidal wave of garbage Covid research publications.
