Why is he or OP saying "California"?

The article clearly states Portland. There is no Portland in California, this camp is in Oregon.

There is a Church that goes by the same name as this camp "Grace's Oasis", but there is no relation between the two.

Edit: In about 5 seconds I've managed to do about twice as much research as this Romanian idiot did.

The actual story is basically that a homeless woman, named Grace started the homeless camp 3-4 years ago. Recently she's begun taking $200 per a person, which is pretty illegal since she in no way owns the land. It's important to note that at around this same time Portland's Homeless shelters all reached capacity and camps have begun growing out of control. The articles I have read all seem a bit skimpy on the details but it looks like the homeless from this camp have been stealing from both a storage lot nearby and also an RV park nearby. She claims the money is to reinvest into maintaining the lot and community wellness, which I think is probably bullshit. One article sort of hints that she may be paying off the owners of the RV park and the storage lot so that they cause less problems.

I should add I'm something of an expert on the topic of homelessness on the West Coast. Roughly 15 years ago I created a documentary series on the growing homelessness problem in Southern California. Part of my research phase actually involved me living as a homeless person for several one week stints totaling to about 3 months. I've been featured on the news nearly a dozen times for this. I am also involved homeless shelter/rehabilitation program in south Oregon with plans to expand operations to Northern California within the next 10 years and it's the most successful rehabilitation program in the entire United States too. Generally within about 6 months we tend to get homeless people not only jobs but steady jobs and a car. As of last year less than 2% of the people who participated in our program have ever ended up homeless again.
