    That's because many companies require the initial "full vaccination" as a condition of employment, but do not require boosters. If given a choice, many Americans would have preferred to not be "fully vaccinated".

          I agree with you. It's obvious fear of losing ones job. Few people care about COVID in reality. Since restrictions have been lifted here I've been to dozens of high capacity events, nobody wears masks, everyone just wants to go back to normal. Complacency and self preservation tend to take priority over protection of others.
