The way foreign aid works is the money is physically delivered to US arms manufacturers and other corporations, less tax and kickbacks, and they then agree to ship x weapons/goods/services to the recipient over y time period. It's a way to funnel taxpayer money into the pockets of welfare-receiving corporations that have donated massive amounts of money to the right nonprofit organizations.
