Digital Dollar will replace the US Dollar. If you don't have a smartphone you cannot use the Digital Dollar to buy things. Sorry poor people and homeless, no more cash to give you.

They will not officially get rid of physical money, they will make it so worthless that it becomes untenable to use through hyperinflation. They simply won't print higher denominations. Good luck pulling out $10,000 to pay for a happy meal. It will be trivial to do with a credit card.
