She probably got scared by the "warning: misleading and dangerous| proceed at your own risk" banner that was most likely blocking it. And she didn't want to make the banner go away cuz she got triggered

This is classic legal argument.

As uninformed as she obviously is - believing what she believes about this virus - this exchange is not an example of her ignorance.

She is quite aware in this instance of what she is saying, and it's very intentional. She and her allies want a centralized unified government in control of the entire population, and she is blurring the Federal/States line toward that end. It starts with blurring of definitions like she is doing here. The more they can create uncertainty, the further they can push to take control out of local jurisdictions.

In this arena, she is more dangerous than a buffoon. Don't ascribe this one to simple-mindedness. This is an overt power grab.
