No they can't.
1) Unlike these frogs, women can't develop testes and men can't develop ovaries, no matter how many treatments and operations they undergo.
2) These frogs developed hermaphroditic (both genders) characteristics as a result of being exposed to a harmful poison, they didn't change from one gender into another willy nilly. This is a deformity, not a treatment, and likely led to many health issues and untimely deaths for the poor frogs. It's not a good thing.
And 3) humans are not frogs. Different species, entirely different biology.
Please, for the love of god, learn some science, specifically about biology.

You are using the word gender in 2 ways to confuse the issue, to mean both biological sex and social sex roles.
You could say social sex roles are a social construct but biological sex is real and observable by every person (and animal).
Biological sex in humans or any mammal can not be changed.
The fact you have to look at frogs for an example shows how far off the possibility of sex change is in humans.

I wouldn't even concede that point concerning sex roles. Roles are so consistent across cultures, polarisation only increasing as equality increases, it seems reasonable to claim that biology is by far the biggest factor.
Where we go see shifts towards homogenisation of sex roles tends to be as a result of technology (e.g. birth control, weapons, mechanisation).

By roles I would mean things like wearing dresses or trousers not instinctive behaviour like fighting or caring.

Gender and sex are synonymous and immutable. Gender roles are a social construct.

Men and women have both testosterone and estrogen in their systems. Giving them more of one just means you are medically inducing a hormone disorder, not changing their sex.
Gender reassignment surgery is a disaster and suicide rates good up massively after it because it's so bad. Check out s/neovaginadisasters . It's nothing like a real reproductive system, just a bad parody.

It's called pseudo-homosexuality and it's not due to the hormones. It's a symptom of their autogynephilia. They think if they get a supposedly straight guy to have sex with them then it affirms they are really a woman which turns them on more than actual sex does.
