Because China sent the virus out on meat products not via human travellers.

Check the number of outbreaks at meat packing plants all over the world.

Travel bans help limit the severity of how a pandemic spreads. The less infected people flying in from overseas the less opportunity for the virus/disease to spread. Travel bans are good.
