What learning impairment does Biden have?

Well, dementia for one. I was only joking but at his age most everyone has at least a touch of the big D, according to a neurologist I know.

He's not young. And men peak mentally in their mid twenties, at least for learning.

But I wouldn't have classified that as a learning disability. And he seems to be a lot better than the previous geriatric at listening to advice.

Or more motivated to do it.

Tell that to a neurologist.

What part?

I do not know the meaning of your question. Do you really think that Joe Biden's brain is functioning at anywhere near what is generally accepted as normal? Really. Are you being paid US $1200 a month for your Internet activity? Can you give us the contact information?
