I don't recognize the others, but her majesty the Queen, the right honourable cockwomble Boris, and the Duke of Cambridge all wear masks when the situation warrants.

Someone found a photo of them without masks. I found one of them with masks.

So which one is the photo op/theatre?

The photos in the original post are mostly people actually posing for the photo. So the claim that that's when they wear masks is not proven.
