Someone's gone to a lot of effort to cut the discussion in such a way that a conspiracy theorist might misinterpret it.

They aren't talking about mRNA, they're talking about finding a vaccine that will work against all the varieties of influenza. The discussion is about how get the research done, not the roll out of a solution.

"Why don't we blow this thing up?" is talking about "disruptive" research needed to find a universal flu vaccine.

"There might be a call for an entity that is completely disruptive" is talking about bringing young researchers to the field of influenza research. An influenza-focused entity is discussed.

After Fauci talks about the minimum decade of research to be done, he goes on to talk about the governments role is make sure that industry doesn't damage public health for profit, which is interesting.

"we really do have a problem with how the world perceives influenza" is talking about the fact that while influenza kills hundreds of thousands in a good year, and millions if there's a pandemic, people don't fear flu the way they do HIV or cancer.

The part about "an outbreak of a novel avian virus could occur in China somewhere" is speculating about future technology, an unknown way off. Here mRNA is mentioned as a possible technology for that.
