The state would be restricted from buying Unilever stock and be unable to contract with its subsidies, including Ben & Jerry's, unless they end their boycott.

So is this the inconsequential result, or is it just a smoke screen to cover for corporate disinterest?

It doesn't matter, because Ben and Jerry are both jews. So this measure is antisemetic, thus inherently unpatriotic. Oy vey.
