Why would he receive more than one? Here, you have to request one to receive one, and it has to be the voter or their guardian or a close relative. Even then, the state only mails you one ballot.

We have no idea why. I think he said he got 5, if I am remembering correctly. Not sure multiple votes by a single person would have even counted, I'd hope not.

I don't know, either. That's why I think it's important to find out what went wrong and how so we can fix the system. I do know that when I was the victim of voter fraud, both my in-person vote and their provincial vote counted. I don't understand how their vote got through since it was supposed to be verified and hand tallied. The elections board couldn't give me an answer.
