Saying that everything that doesn't align with the conspiracy is part of the conspiracy, is how you end up with literally everything as part of the conspiracy.

Apply occam's razor. There were thousands or people involved in the information gathering for that report. If you think that they all lied, and no one has said so yet, you need your plausibility detector calibrated.

The numbers of missing children is astounding. What can traumatized and vulnerable parents do when the police, FBI, and courts get no results, actively foil investigations, and oppress them? The controlled media avoids facing the ugly reality too.

Yes, they exist. Note that they're neither above the law nor particularly powerful in terms of setting any policy. Their members may consider their advice, but national politics also is pretty important in national monetary policy.
