There is a difference between trying to punish states for doing something you don't like and ones that are actively undermining federal law enforcement.

Trump's Republicans punished states. Biden's team is in the process of helping everyone, though they shouldn't bother with states represented by people who don't want to pass the infrastturcture bill.
