In a way I agree with this, but on the other hand the Federal government dangles the carrot of tax money to get what they want out of the States and if they collect taxes they should use it for what is intended. If not, don't collect it from the citizens of the selected State. Example: collect taxes for road work and then threaten to not give it back to the state if the state doesn't pass a seat belt law.
