If I'm ever elected Justice of the Peace (what we call "County Commissioner" in Arkansas): I'll introduce a law just like this. We need to uphold the Constitution and the rights of the People — and it's sad that laws like this even need to be passed in the first place.
Honestly, County Judges/executives/whatever you call them are already obligated to defend the Constitution — they took an oath, and they better not break it. The same applies to Mayors, Governors, and the President. Executives are legally obligated to refuse to enforce, and actively prevent the enforcement of, unconstitutional dictates. If they won't: that's what impeachment is for.
