I probably live pretty near to Poppers handlers in California, and it's really all about location, as in that real estate meme. Most of the non-state criminals do their crimes in their own areas. They particularly tend to thrive in urban areas with high concentrations of negros and hispanics. Their crime is a feature of politics in California, and most 'blue' areas.

actually 100% not true, learn facts. even CA gets back what it puts in. if it werent for its own fed returns it would be broke. pretty much all the states put in what they take back fairly evenly.
