If this was randomly happening, you'd have numbers in each states. Some maybe lower than others. What I find curious is that most state seem to have 0 while others have large numbers. Now, maybe it's just because the source of the Data is missing and/or couldn't be found.

But in the event this data is real, than it's a highly unlikely randomised distribution.
