I think they are saying that if you attack the individual, the other government officials will "circle the wagons" to protect each other and take turns making your efforts harder, effectively putting up roadblocks or more hoops for you to jump through to the point that you won't get anything accomplished and trying to make you look like the unreasonable one.

That is correct; that is exactly what is happening to me now. However, in my case, they are now cornered. In my court case, the income tax agency stated under penalty of perjury that they do not keep accurate accounting records in order to hide that they are falsifying their records. They also inadvertently admitted that they falsely imposed penalties because their lies conflicted with one another and the truth came despite the lies. Now it is up to public pressure to force the income tax agency to start keeping accurate records and stop falsely imposing penalties.

    We'll have to agree to disagree on that one. I think that once enough people find out about the corruption, they will have to stop via public pressure. Maybe nothing will happen to all the criminals who perpetrated the crimes, but constituents will stop allowing themselves to be victimized.
