I copied the text it references into a search engine and this popped up. Irritating that they didn't link it for sure.

The actual quote:

Note: This is irrespective of whether the person with COVID-19 or the contact was wearing a mask or whether the contact was wearing respiratory personal protective equipment (PPE)

So this is saying the results are the same for any of:

  • Person A wears a mask, or
  • Person B wears a mask, or
  • Person B wears respiratory PPE

In my interpretation, it's saying that ONE mask between two people in close quarters for 15 minutes is equally effective to real "respiratory PPE".

There's perhaps something else worth discussing here, but this sentence doesn't seem like it's comparing mask to no-mask.
