Joe Biden falls while playing with his dog Major- Great Fall…Great Falls

This got me thinking about Major. What Major could be related to Joe’s great fall? I did a quick search on ECW and found that when ECW left the DIA for the NSC, he at pay scale GS-13 which is the equivalent to an Army Major.
