This results in situation when large part of population has no real political representation. This could work only when 85% of US population were white people of European origin willing to join American white society culture, moral, social rules and ideals to integrate into the "American nation" and when other people were marginalized unorganized crowd mostly surviving from day to day. In 1960s it was necessary (but impossible) to change the political system, first elections and the party system to get beter multi-party representation in the Congress at least in the House of Representatives.
