Yeah this may be the reason why.

    Yes, and even the felons too. If they're really too dangerous to own a firearm, they're too dangerous to be roaming free. Also, there are no exceptions in the Bill of Rights allowing the government to decide who does, or does not, have rights. It's something that could be easily abused, such as appears to be the case here.
