Well, that's just because he is actively dying of a fentanyl overdose. One he has zero chance of surviving without an immediate complete blood transfusion, because nobody has ever survived an overdose on the level of George Floyd. For these reasons, George Floyd was rightfully scared out of his mind, and having trouble breathing.
