And it wouldn't matter. The point would be that they would be forced to use that money in a business venture. As it is right now welfare is squandered on sneakers and hair extensions while the people who receive it continue to believe that if they only had the money they would be able to create businesses just like the white people do. At least if they squander the money on a business venture that illusion can be destroyed.

There should be no consequences for not repaying. Simply a lesson learned. It is just a better kind of handout.

How would you stop them from just taking the money and not starting a business?

The loan process would require a business plan. Other than that you wouldn't. There are already loans available to qualified people. This is a call on the claim (bluff) that they would be successful and wealthy if they had the "white privilege" of starting off with enough money to have a business.

You'd end up with Saul Rosenbergenstein running a scam filling out thousands of these forms on behalf of their black clients. It would be like 1-800-ASK-GARY creating personal injury claims and bleeding the taxpayers dry.

There aren't any tax payers involved. This is a private charity funded by the woke girl who inherited dady's oil money.
