It's a medical drug with lots of promising studies. But because Trump simply mentioned it, now it's "The trump drug" and people who hate trump want to close down supply of it.

Fucking disgusting how people let partisanship take over their mind and cloud their judgement, especially during a pandemic. The people creating shortages of this drug should feel incredibly ashamed at the unnecessary deaths they are causing to win vacuous political points

Where do I get this (legally)?

Uh, a doctor, you can tell them you are heading to Africa and ask for it as an anti malarial (don’t know how legal that is for you or your doctor, I don’t know if there are shortages or if there are any studies showing it works as a prophylactic either, so probably shouldn’t ask).

If you get coronavirus you can still ask the doctor treating you to use it. The emergency use classification didn’t suddenly give doctors the ability to prescribe it for COVID-19, they have always been able to do it.
