The bill was passed in a meeting closed to Senate live-streaming in a voice vote on a group of 15 items. There was no discussion or debate of the bill – details.

...the largest such package in US history – and its title was never said… Now the bill will go to the full Senate. If it passes there, it will likely be signed into law…
