I'm by no means a Biden fan, but this seems like BS. They/Those = criminals, and I figure he says "even if we created them", not necessarily becuase he thinks we created them, but because that's he is countering an argument some people make: "We created them, so we are at fault, not the criminal, they don't need punishment, but treatment, criminals are not responsible".
