-create virus and release or wait for natural virus to reach a point(doesnt matter which, we can and will never know)

-be incompetent about international quarantine, education,

-then overreact in a way that divides everyone

-institute totalitarian measures

-make sure your enemies are included in the ones who die, one way or the other
