Maybe they know that Tulsi would lose so they introduce her as a VP pick that loses, so her chances are better next time when she is well known and wasn't already defeated.

A VP selection is sometimes decided by who can bring in votes from a different segment of society. Although, hopefully he'll realize it worked fine when Barack Obama, a moderate, selected him, also a moderate, as his running mate.

I'd have a hard time voting for him if he picks Kamala Harris or Elizabeth Warren. I'd be okay with Amy Klobuchar, though.

The running mate choice is important because of his age and that person also gains prominence and is positioned for a later run for the presidency.

The question is not who he will choose, it's who will his handlers choose. He likely can't figure out which pair of socks to wear. Joe might not make it through the entire term, even if he does, he is just a talking potato reading a monitor.

They've got to have someone with charisma yet still able to be controlled and a fresh face.

Hillary, of course. Then in a month or two, he claims dementia, and she becomes President. The 'fix' is already in place.

The only trick will be the massive vote manipulation necessary to beat President Trump, but they're already working on that, too.
