So, seems like the Avian flu and 2nd occurrence of Ebola are wrong, but the rest is more or less on target for the dates. Of course, if any of these were really Psy-Ops, you would want to check the most hyped dates, not necessarily the actual time of the epidemic. Looking at Google Trends might be interesting.

Personally, I don't think most (maybe any) of these are nefariously started.
I do think that these virus epidemics are overblown however. And the over-hyping may very well be nefarious. Or at the vary least, the media builds it up for more ad revenue. And the end result is way more panic than is justified, especially if you take a true look at what is around you that might actually kill you... And which of those can be more efficiently mitigated.
