Sorry, but a water-powered fuel cell is stupid on the face of it. Water is burnt hydrogen. Getting energy out of that just doesn't make sense.

He developed the, now standardized hydrogen fuel cell, through electrolysis. I've built and used one, there's not much to them. The problem is they require a large amount of electricity to cause the electrolysis. Meyer's unique part, was his design and implementation's purported efficiency and purported ability to produce more enegey than it put in with electricity.
