Why does this public health service bear military rank? What is its relation to the armed forces?

military is based on loyalty and following orders. We know not all doctors or scientists are bad, you see many stating facts about covid. We also have the surgeon general . . . why a general? Same idea.

I don't know what the public health service is, but "four-star admiral" is clearly a military title, and that is enough.

It is kind of sad that kids today have nothing to aspire to. If those who would previously have been regarded as the pinnacle of achievement are now a disgusting freak show, there wouldn't seem to be much point in bothering to do anything much.
