Shepherds or pastoral peoples make their living relatively independently from established political power structures and settled populations. They are mobile and can move to a new place if conditions change. They can trade with sedentary people or raid them or just live outside the main centers of civilization and keep mostly to themselves.

"Shepherd" is also a metaphor for a leader of religious congregation. The literal meaning of "pastor" is "shepherd".
