Yes, of course. Have you read what God said about the Canaanites in the Old Testament? Most of humanity is like the Canaanites now.

Where does it point out that those are universal laws applicable to people of different nations, as opposed to recordings of prophecies from the past? And even if it were applicable: that's overt and during wartime. One of the ten commandments is "thou shalt not murder". Therefore supporting any group that systematically murders people covertly during peacetime is against Torah.

Please read the story about the Midiantes in Numbers 25 and Numbers 31:1-18. The Midianites were just corrupting the Israelites and God told the Israelites to kill them. This is not murder. Murder is only killing a member of one's own community.
