There are different interpretations of this. One is that the main character is a hero fighting back against a sick society and this is good. The other is that the bad guys are rubbing in the fact that a society to our liking is being phased out and there is nothing we can do about it, as symbolised by the Robert Duval character being about to retire and be replaced by his latino female partner.
