God looks down to see if there is one who is wise.

But all wisdom comes from God. So God looks for one who has preserved any of the wisdom He has bestowed. This is the best among men. Such a one God can work with.

All have turned away. All alike have become corrupted.

All have 'chosen' the path of corruption, of sin. But the right course is always available.

There is no one who does good.

It is essential to do good. (James 2:14) Of course in order to do good, one must first be good.

Will evildoers never understand?

Probably not.

They consume My people as they consume bread

God's people are the afflicted. They are beset from within (in spirit) by corruption, and beleaguered from without by the infidels (modern scum).
