But a given website may be intended for heavy daily usage, making it more of a web app and something closer to these Desktop UIs that you speak of.

True for some websites like Facebook and Youtube. Web standards were rewritten to cater to websites like these. So now any website you visit has almost as much control over your computer as a desktop application.
