Yes, but I'm not sure that's the reason for the specific racial pairings we see.

Asian women - white men. I attribute this to outright military conquest and cultural subversion/subjugation of certain Asian nations by western colonial and neo-colonial powers. Conquerors retain certain long-lasting prestige. Descendants of, or those who merely look like, conquerors of a particular place retain "conqueror privilege". Incidentally, this belies the notion that women generally prefer darker men, whether of the same or another race. Women prefer victorious men.

White women - black men. Much of it is due to anti-white cultural subversion promoted by a certain ethnic group, combined with absolutely pathetic lack of jealous response by white men. Black men have been promoted (ironically from historical point of view) as sort-of conquerors. Hollywood depicts them as not only more physically robust, but as generally more capable, moral, hip, etc. White women are lacking strong male role models among their own kinfolk. And they are addicted to media. There you go.

Why not Asian women - black men?? No conqueror-conquered relation. No significant numbers of black immigrants to Asian countries. Realistic Asian assessment of black countries. Etc. But this may change once western countries are reduced to third-world status. China thoroughly colonizes Africa, then goes through its own phase of prosperity and subsequent decay, whereby descendants of Chinese women brought to Africa by colonizing Chinese men grow bored in their safe African Chinese suburbs and tired of their own kinfolk and look to local black men for new and interesting feelz.
