I guess that's one way to get people to carpool (the article says no toll in the express lane for carpooling)

Imagine if we didn't spend all of our money on war.
maybe then we could afford roads (just outside of the nation's capital)
Imagine if our whole society wasn't built around making obscene profits for corporations but instead we actually had effective public transportation in big cities.
Naaaa, americans don't like change, we're just gonna keep paving roads and pumping gasoline (Yee Haw!)
