Terrorism is kinda sort of what they're trying for. I think they do raids this way explicitly to stun everybody and to not allow any time for escape or destruction of evidence or taking up arms etc.

That said, these raids are fucking shitty and probably pointless. You could try setting up a perimeter and calling them out over a megaphone, first. Just try anything first before you break their door down and shoot their dog.

They overdo it to a comical extent, of course. You don't need every last officer in the county wearing body armor and packing semi-automatic rifles. I really think they just get a hard-on for playing soldier. On Live PD I've seen them get that armor and rifle out of the trunk so many times. Guys, there's like four people in there smoking pot. They aren't fucking X-Men, just man up and ring the doorbell.
