Is this good or bad; are the top 20 countries the most corrupt, or least corrupt?

Considering the US still is at one end of the scale, it should be possible to reason your way to an answer.
In your own opinion, would you say the US is close to having very little corruption or close to have a lot? I remind you of one of the hot topics of 2016; "pay to play" and that the US custom of lobbying for special interest groups.
