I wouldn't say "hack-proof" but maybe more "hack-resistant". After midterms there were a lot of videos of Dems trucking in boxes of ballots in Broward county from who knows where. So you know, whether there's anything nefarious there, who's to say? But that kind of thing is certainly possible.

I favor a hybrid approach. All paper ballots and keep them for the record, but count and record them by machine to make sure the same paper isn't being passed around multiple polling locations.

Just as another example of problems with paper ballots, in France a huge number of Marine Le Pen ballots were delivered torn (invalid by French law). But, much like the yellow vest protests, there was virtually no coverage on it at all in mainsteam media.
